This paper is to examine smart learning applications blended with ON-OFF Line and analyse their effectiveness through a survey on a general English program for university students. For this study, I review theoretical backgrounds and preceding research on recent general English programs having grafted smart learning. As a research method, I present new smart learning applications which blend and connect ON-OFF Line by utilizing a computer program(CAT TOEIC) and a smart phone application(e-SLS TOEIC) as well as classroom activities. Through the survey, I investigate CAT TOEIC learning effectiveness, self-driven learning degree, usefulness, availability, and convenience of blended smart learning, etc. On the basis of the findings, I propose a blended smart learning connecting ON-OFF Line as a new model for an effective English program.
